第 7 章マダガスカルの稲作生態と SRI 稲作 肥の作成と投入、健苗育成および乳苗の 1 本植え、間断灌漑や入念な除草など、い すれも手作業で労力をいとわぬ勤勉な努力によって、劣悪な生産基盤と乏しい資源 を補っているのが SRI である。マダガスカルで調査した SRI の実践農家は、すべ てこうした勤勉さを有する人々であった。 現在、アジア・アフリカ地域の途上国の大部分が食料・環境問題を抱えており、 その農村は厳しい貧困にあえいでいる。その背後には、著しく低収で不安定な作物 生産があることは疑う余地もない。こうした国・地域がこの状態から脱却し、持続 的な社会へと歩を進める上で、作物生産性の向上と安定化が不可欠である。その実 現には農民の自助努力が必要であり、それなくしての基盤整備や技術援助が意味を なさないことは、これまでの農業援助の多くの失敗例が如実に物語っている。マダ ガスカルには、傍で見ていて涙ぐましいほどの自助努力を続けている農民がいる。 その姿は、昭和 30 年頃の日本の篤農家の姿と重なる。最も重要なことは、日本が マダガスカルと同様な状況から脱却し、コメの自給を達成する過程で培ってきた稲 作発展の歴史と経験を生かして、 SRI を多くの農民が実践できる平易な技術に仕上 げ、途上国に面として拡げていくことではなかろうか。筆者らはこのような考えの もとに、途上国におけるイネ生産向上に向けた研究調査を継続している。 引用文献 Dostie B. ら ( 2002 ) SeasonaI poverty ⅲ Madagascar: magnitude and solutions.
